To establish a close working relationship with the City of Bulverde, Texas, Comal County, Texas, and other governmental and community entities in the area to encourage, facilitate, and manage economic development in the Bulverde/Spring Branch area in Central Texas.
The recommendations in the plan are based on an extensive input process that included interviews with key community leaders, focus groups, and an on-line survey. This input led to the identification of several common issues that the BSBEDF can address over the next several years which are addressed in the plan.

Whereas, Business Development usually exists in four forms:
- Business Creation (Entrepreneurial, Business Incubators)
- Business Retention and Expansion (Backbone of Local Economy as most job increases come from existing businesses)
- Business Attraction (Traditional & New Types)
- Tourism (History/Heritage, Downtown Revitalization, Eco-tourism, Agri-tourism and Film Friendly)
The focus of Economic Development is the creation of new primary jobs that pay more than the prevailing wage, increasing the amount of income coming into the community from outside its market area, and creating greater capital investment in the community while protecting and enhancing quality of life.
